and who is classed as being a competent person..

hmmn caused some confusion in your question there, where you referring to an alphabetical list or had you missed out a page reference, but I understand now!

Personally no, I couldn't, but a quick search on google found a site that seems specific to this question

"A 'Competent Person' is a firm that has been approved by one of the government-approved Part P schemes as sufficiently competent to self-certify that its work complies with the Building Regulations"

To paraphrase:
A firm passes a test and they are then given authority by the government to say that its own work complies with building regs, without having the government check up on it.

Is this a good thing??? How do we know that the firm in question didn't pass the test three years ago, have a complete personnel change, and actually now be unfit to make these guarantees?

any idea how often they have to be re-checked/ Our company has recently undergone ISO accredication. This is repeated every 6 months for the first few years, then every 12months.

Before you can be registered at least two examples of your work are inspected and this is repeated every year.

A specific person or persons is also nominated as the 'qualified supervisor' for the firm and they are responsible for technical quality, safety, keeping good records etc.

So if everyone left, the firm would have to nominate a new qualified supervisor and hence come under scrutiny again. Of course this assumes the company lets the authorities know that everyone has quit...
