so they dropped the price of fuel by 2.5 % (vat) but raised the fuel duty so the price at the pump didnt drop by 2.5%. meaning, lets say a "transport company" like mine, can now only claim back 15% vat back, but we still pay the same amount for the fuel

BAD NEWS.. which to most people means transport costs will rise in line with the rate of cost of fuel, (more expensive food, cars, bricks etc etc)
so they have just made transport MORE EXPENSIVE....not good. and when the rate of VAT goes back to 17.5%, do you think that the rate of "duty" will drop back to the original rate? I THINK NOT........................WE HAVE BEEN MADE TO LOOK LIKE GULLABLE FOOLS BY GORDON CLOWN
