Surface water charge

How many of you know the implications of these words on your water bill. If like most you are not sure or have not got a clue then you are letting the water companies take at least £34 a year from you money they are not intitled to. they argue that it is your responabilty to know whether they should be taking it. Who's the water provider?
When you do let them know they will not back date the refund. Im sorry it is no good going to OFWAT because they condone the water companies breaking the law with a statment on there web site stating that they agree that the water company should not pay back the money. With a statement like that what chance does the customer have. because of this statment the water companeis are quoting it as the law. It is not in the regulations.
