temporary dentures

I had a 5 tooth bridge removed and an impression for a partial denture to replace these teeth taken immediately afterwards. This work was done as part of an NHS treatment plan at a cost of £198. When I inserted the denture 3 weeks later it looked fine but it was ill fitting and I was not happy with it. My dentist said that it was a temporary denture and that it would be replaced by a permanent one after 6 months when the gums had healed and maybe shrunk a little.
Yesterday after finishing my course of NHS treatment I enquired as to when I would have the impressions done for the new denture and my dentist proceeded to inform me of the choices I had and the prices to go with. It seems I will have to pay a further £200 for a better fitting NHS denture! 
 I assumed that I had paid for a permanent good fitting denture as part of the £198 fee and if I had thought that I would have to pay again I would have insisted that the "temporary" denture was adjusted until it did fit properly.
Can anyone tell me if this is correct?

Hi, yes unfortunatley that is correct, you could ask for a reline which is a band 2 Approx £46 if your happy with the appearance. This will improve the fit to the same level as a new denture, The reason your dentures fit gradually gets worse is your gums and bone continue to resorb after extractions making a poor fit inevitable. It usually takes around the 6-9 months to settle down.
